My 2002 Accord does not have holes in the front to mount a bracket for the license plate? Is it wise to drill them ourselves? MO law requires license plates on the front and back, so I cant just say screw it. No pun intended..
drill some holes and put a license plate bracket on the bumper.

Debate over plate overlooks something
Debate over a bipartisan proposal in the Ohio Legislature to no longer require a front license plate on most vehicles seems to pit safety against style and savings.
The style argument isn't of much substance. According to a sponsor of the bill, some drivers - especially those who own classic, antique or sporty cars - prefer the uncluttered look achieved by dropping the front plate and bracket.
The Ohio Legislative Service Commission also estimates eliminating the front plate would save the state up to $1.65 million. Granted, even some local governments could make that amount seem paltry. But those savings could be passed on to motorists - who then could spend it on decorative plates to put in the front bracket.
On the other hand, having license plates front and rear is a "benefit for law enforcement and public safety," Dayton police Chief Richard Biehl said in a Dayton?Daily News article.
"I know some folks think it's just a front plate, but it's an investigatory tool for law enforcement and it's in current law," Ohio State Highway Patrol Lt. Anne Ralston said in the report.

I have long concluded that my car will never see a front end bracket. I will invent new ways to drive home if I have to and I will dutifully pay my fines if I get caught. And to the cop that pulls me over in the future and asks, "sir, why haven't you affixed the front plate to your car?" My response will be, "officer, who should I make the check out to?" I will fight this battle for eternity. They will have to impound my QP before I mess up the front of this car. I'm sure Battista Pininfarina would back me on this one.
